If,
on information received from the supreme judicial council or from any
other source, the president is of the opinion that a judge of the high
court is incapable of properly performing his duties due to physical or
mental incapacity or he has been guilty of gross misconduct, the
president shall direct the supreme judicial council to inquire into the
matter. If the council, on inquiry, finds him so incapable physically or
mentally or guilty of misconduct, and report to the president
accordingly, he may remove the judge from office.
